Instruments requiring deed tax per MSA 287.21 must state the amount of tax due, or if it is exempt. The tax will be calculated at a rate of .0033 per the amount of consideration, exclusive of the value of any lien or encumbrance remaining at the time of the sale. The minimum amount is $1.65.
Example: $100,200.00 x .0033 = $33.66

For instruments taxable under MSA 287.05, tax will be calculated at a rate of .0023 of the principal debt or obligation that is secured by any mortgage of real property in the State of Minnesota.

Winona County Planning Zoning Ordinances
Zoning Ordinances:
An ordinance regulating the use of land in Winona County by districts, including the regulation of the location, size, use and height of buildings, the arrangements of buildings on lots and density of population for the purpose of promoting the public health, safety, order, convenience, and general welfare of Winona County.
Subdivision Regulations
An ordinance establishing regulations for the subdivision and platting of land within Winona County and without boundaries of municipalities. Defining certain terms herein; providing for the preparation of plats; providing for the installation of streets; roads and other improvements; establishing procedures for the approval and the recording of plats; and providing penalties for violation of this ordinance.
Wind Energy Site Ordinance
To promote the effective and efficient use of Winona Energy Conversion Systems; to facilitate economic opportunities for local residents consistent with the public health, safety, and general welfare; to promote the supply of wind energy sources in support of Minnesota’s stated goals to increase the percentage of energy production coming from clean renewable energy.
Survey Ordinance
This ordinance regulates the recording of all deeds and instruments of conveyance for land within Winona County.
Regulating Large Assemblies Ordinance
This ordinance is administered by Environmental Services. It outlines the licensing requirements for large assemblies of 500 or more people.

Whenever any work for which a plumbing permit is required has been commenced without first obtaining said permit, an investigation fee, in addition to the permit fee, shall be collected whether or not a permit is then or subsequently issued. The investigation fee shall be equal to the amount of the permit fee as shown above.

- Final plat–$85.00, plus $12.00 for each lot

Whether you live or work in the City of Winona, you are using the services of the Public Works Department every day. We build and maintain your streets, pump your water, and light your streets. We build parks, fields and paths, and plant trees and flowers. We provide sewer services and storm drainage as well as flood protection. We also provide a compost site and a municipal airport.

| The Planning Commission is comprised of nine citizens. The Planning Commission meets on the third Thursday of the month at 7:00 PM in the County Board Room. Their meetings are open to the public. |
| Board of Adjustment |
|
The Board of Adjustment consists of five members. Four members must live outside the corporate limits of municipalities. One member is also on the Planning Commission. No elected officer of the County nor any employee of the Board of County Commissioners can serve as a member.
The Board of Adjustment meets on the third Thursday of the month at 1:00 P.M. in the County Board Room. Their meetings are open to the public.

| Individual Sewage Treatment System (ISTS) Program |
|
| Most homes and businesses in municipailities discharge their sewage to publicly owned sewage treatment plants. In rural areas, sewage is treated “onsite” utilizing septic tanks and soil treatment areas. These systems are called Individual Sewage Treatment Systems (ISTS). In either case, it is extremely important that sewage be treated properly to insure safe drinking water and safe water recreation, and so that the public is not exposed to health risks from sewage.
Winona County Planning Department through the Zoning Ordinance and authority from the Minnesota Pollution Control Agency regulates the design, permitting, installations, and inspections of Individual Sewage Treatment Systems (ISTS). |
